I would love to joun this swap but what exactly are ATC cards besides being small cards messured 2 1/2 by 3 1/2? Am i able to decorate how ever i want? With any materials?

ATC cards are Artist trading cards you make and share with people.

There the same size as modern trading/collecting cards (64 mm × 89 mm is the measurement) I use a playing card as template and make my base out of card that does not bend to easily.

yea i know that much my main question is am i able to use any material to do these cards?

Yes you can use any material to create your ATC only rules unless stated otherwise are size and theme of swap. Hope this helps
